Generating force to meet the demands of Accelerated Warfare: A contest of ideas

In bringing this Cove challenge to a close, AHQ and FORCOMD wish to pass on their thanks to everyone who has contributed to the contest of ideas via The Cove and the commentary on social media. We are overwhelmed by the number of responses and engagement with this year’s challenge. In total The Cove has received 73 responses, the page has been viewed over 1,280 times and each entry has reached thousands of people on our social media platforms, Twitter and Facebook.

All the entries have played an important role in informing the ongoing analysis for the review of Army’s force generation system. Responses have been received from the rank of Private through to Major General, from civilians and from across the other services. Your responses have already been considered in Army Headquarters planning in conjunction with Headquarters Forces Command. This planning developed options that informed discussion at the Chief of Army’s Senior Advisory Committee (CASAC) in November, prior to a period of analysis and experimentation from November to April 2021. A final response from the planning team that has considered the overwhelming feedback provided throughout the course of the challenge is included below. 

We acknowledge some of the common themes that featured in quite a few of the responses, such as the rise in requirement for domestic operations, amphibious capability, multi-domain operations, scalability and tempo. In particular, we wish to recognise several responses of note. We particularly enjoyed the responses that had a creative flair, such as the entries by Mick Squire and Bruno Jenel who managed to make us feel like we were already in the future, an extraordinary feat in just 100 words! It is great to see people stretching the bounds of the imagination as this is where real innovation is born.

We would also like to provide specific recognition to the junior soldiers and officers who demonstrated fantastic strategic thinking. We received 3 entries from PTE-CPL and 21 from LT-CAPT.

The contest of ideas does not finish here. The whole Army has a voice in this analysis as it will have long lasting impacts across the organisation. Additionally, this will not be a forever solution. The FORGEN system that is required in 2022 is likely to look different from the FORGEN system that is required in 2024. The system will need to continue to evolve in accordance with Army’s requirements and changing circumstances and our people need to be part of this ongoing analysis and evolution.
