The final article in this three-part series argues that the defining challenge of the digital battlefield is no longer understanding how warfare is changing, but adapting quickly enough to those changes. Drawing on lessons evident across contemporary conflicts, it examines the shift towards system-on-system warfare, where networks, information and connectivity are themselves contested, and argues that advantage will belong to forces able to decentralise decisions, operate with incomplete or unreliable information, maintain tempo under degraded conditions, and adapt faster than their adversaries.
Modern warfare has already changed.
The lessons are visible. They have appeared repeatedly through exercises, in Ukraine and across other contemporary conflicts. What remains uncertain is whether we have adapted to them.
Over the past decade, the same patterns have emerged: contested networks; degraded information; and small, adaptive elements operating faster than the systems around them. These are not new lessons. The consequence is that we are still treating them as if they are.
We Recognised the Problem Earlier Than We Addressed It
The transition to a digital force was never in doubt. As early as the mid-2010s, exercises and unit-level experience highlighted recurring issues: incomplete integration of digital systems, reliance on fragile communications architectures, gaps between doctrine and capability, and a growing dependence on networks that were not yet resilient.
These were not theoretical concerns, they were observable realities. The ACR experience was one example among many. At the time, these issues were often framed as transitional: growing pains on the path to a more capable, connected force. The assumption was that time, funding, and technological maturity would close the gap.
That assumption deserves re-examination.
Technology Has Accelerated Faster Than Our Ability to Adapt
Conflicts over the last decade have reinforced a consistent truth: advantage no longer comes from possessing advanced systems alone. It comes from how quickly organisations adapt around them. Ukraine has demonstrated rapid integration of:
- commercial drone systems
- distributed intelligence, surveillance, and reconnaissance
- real-time targeting
- and adaptive electronic warfare.
These are not centrally designed solutions. They are iterative, decentralised, and often improvised. Similarly, conflicts involving Iran and Israel have highlighted the importance of layered air and missile defence networks, rapid sensor-to-shooter integration, contested information environments, and redundancy across systems. Across all of these, one theme is consistent: the system itself is being targeted, not just the force.
Warfare Has Become System-on-System
Modern conflict is no longer platform-centric. It is system-centric.
Success now depends on how effectively sensors connect to decision-makers, how decision-makers connect to effectors, how resilient those connections remain under pressure, and how quickly the system adapts when disrupted.
Russian operations in Ukraine illustrate both failure and adaptation in this space. Early reliance on rigid command structures and fragile communications networks constrained tempo and initiative. Over time, however, adaptation occurred through increased use of electronic warfare, decentralised ISR integration, and iterative development of drone and counter-drone systems. Not perfectly or uniformly – but enough to demonstrate that learning is occurring.
No side has solved the problem. But all are learning – and doing so at speed.
We Still Treat Digitisation as a Capability, Not a Contest
We continue to treat digitisation as something that can be completed. It cannot. A system delivered. A platform fielded. A network established. In reality, digitisation creates a continuous contest:
- between detection and concealment
- between connectivity and disruption
- between speed and control
- between visibility and survivability.
Every advantage introduces a dependency. Every dependency creates vulnerability. Networks increase awareness, but also reliance on bandwidth. Sensors improve targeting but increase signature and exposure. Data accelerates decision-making but can overwhelm and centralise it. The battlefield is not simply enabled by systems - it is fought through them.
We Continue to Centralise What Needs to Be Distributed
Modern conflict consistently demonstrates the effectiveness of small, empowered elements operating with local awareness, access to ISR, delegated authority, and the ability to act independently.
These elements thrive in contested environments because they are:
- harder to disrupt
- faster to adapt
- less dependent on central coordination.
Yet many organisations continue to design for control. Digitisation increases visibility, and visibility often drives leaders to retain decision-making at higher levels. This creates a paradox: The more we can see, the more tempted we are to control. The more we control, the slower we become. This is not just a technology problem, it is a behavioural one.
We Underestimate the Fragility of Connected Systems
Highly connected systems appear robust. In practice, they are often brittle. Contemporary conflicts have demonstrated recurring pressures on digital systems, including GPS denial, communications jamming, cyber intrusion, spectrum congestion, and intermittent network availability.
Under these conditions, systems rarely fail cleanly. They degrade – creating partial connectivity, delayed information, conflicting data, and intermittent visibility. This creates a different kind of problem. The problem is not 'no information', but unreliable information. Unreliable information is often more dangerous.
Adaptation Is Happening – But Not Always Where We Expect
Adaptation is occurring, but not always at the institutional level. It is often seen at the edge, where small teams modify commercial systems, units adjust TTPs in real time, and leaders redistribute tasks informally to maintain tempo. This reflects a familiar pattern: when systems lag, people compensate. However, there is a limit to how far this can scale. Sustained advantage requires institutional learning, not just individual initiative.
Doctrine Still Assumes Conditions That No Longer Exist
Many core concepts remain valid: manoeuvre, tempo, surprise, and decentralised command. What has changed are the conditions under which they are applied.
Doctrine often assumes:
- reliable communications
- consistent situational awareness
- predictable organisational behaviour.
Modern conflict does not provide these. Instead, it offers intermittent connectivity, contested information, degraded systems, and adversaries actively targeting the way we operate.
The principles remain sound. The context has shifted.
What This Means for the ACR
The Armoured Cavalry Regiment (ACR) sits directly within this tension. It operates forward, generates information, relies on mobility, and depends on connectivity to deliver its full effect. This makes it both a critical enabler and a point of vulnerability.
If the ACR cannot operate effectively in degraded networks, contested spectrum, and uncertain information environments, the broader system it supports will struggle. The requirement is no longer simply to digitise. It is to remain effective when digitisation is under attack.
The Lesson We Continue to Miss
The consistent lesson across the last decade is not technological, it is organisational. Modern warfare rewards forces that can:
- adapt faster than their adversaries
- decentralise decision-making without losing coherence
- operate with incomplete information
- and maintain tempo under degraded conditions.
These are not new ideas; nevertheless, they are increasingly difficult to apply in highly visible, highly connected systems. The friction has moved. We have recognised it, but we have not fully adapted to it.
Closing Reflection
The question is no longer whether we understand the direction of modern warfare – we do. We understand the risks of contested networks, degraded systems, and information saturation. We have repeatedly seen the importance of decentralisation, adaptation, and tempo demonstrated.
What remains unresolved is whether we have adapted to it. Every conflict of the past decade has reinforced the same reality: technology does not determine advantage. Adaptation does. Adaptation is not measured by what we acquire. It is measured by how we think, how we organise, and how we choose to fight when the systems we rely on begin to fail. The lessons are already visible.
The consequence is whether we act on them or repeat them.
